European Communities Whole Vehicle Type Approval (ECWVTA)
and related National Approval Schemes as proposed in Directive 2007/46/EC

New Irish Regulations now in place

From 29 April, all new M1 passenger cars (excluding special purpose vehicles) must have Type Approval before they can be registered in Ireland. A vehicle may have either EC Whole Vehicle Type Approval (ECWVTA) or national approval for individual vehicles(IVA) or vehicles produced in small series (NSSTA). NSAI is the appointed approval authority in Ireland.

  
The following Statutory Instrutments have been signed into Irish Law by the Minister for Transport to transpose the recast Framework Directive 2007/46/EC:

       • European Communities (Road Vehicles: Entry into Service) Regulations 2009 (SI No. 157 of 2009)
       • European Communities (Road Vehicles: Type-Approval) Regulations 2009 (SI No. 158 of 2009)

These Statutory Instruments introduce ECWVTA and its related National Approval schemes from 29th April 2009. The scope of these requirements will extend to cover almost all road vehicles over the next five years, and the mandatory implementation date for each vehicle category is contained within these new Statutory Instruments. The type approval system will help to remove barriers to the sale of road vehicles between Member States of the EU while ensuring vehicles meet common safety and environmental requirements. A guidance document is available to download below which outlines details of the implementation dates and the categories of vehicles affected. A list of Frequently Asked Questions has also been made available for information. 
 
The NSAI (National Standards Authority of Ireland) is our appointed Approval Authority and will be responsible for issuing all national approvals (IVA or NSSTA) for vehicles in Ireland. To deliver the national approval schemes, the NSAI has established a network of Appointed Test Centres (ATC) to undertake testing for these vehicle approvals. Although the ATCs will issue test reports for some or all of the technical requirements, NSAI will be the only authority to grant approvals in Ireland. ECWVTA is mutually recognized throughout the EU and therefore can be obtained from the appointed approval authority in any Member State.
