Driver Testing & Licensing

The Driver Testing & Licensing directorate is responsible for the driver testing system and for the management of the driver instructor and licensing regime.

Specific responsibilities:

  • Delivery of the driver testing service
  • Regulation of driving instruction
  • Oversight of driver licensing regime
  • Oversight of delivery of driver theory test service
  • Management of penalty points system

Road Safety, Research & Driver Education

The role of the Road Safety, Research & Driver Education directorate is to raise awareness of road safety, educate road users and conduct research into road safety issues.

The directorate works with all stakeholders signed up to the Road Safety Strategy to ensure that road safety initiatives are achieved.

Standards & Enforcement

The Standards & Enforcement directorate exists to ensure that national and EU vehicle standards and road safety legislation are complied with. Responsibilities include:

  • Type approval and regulation of the entry into service of new vehicles and the regulation of vehicles in use on our roads
  • Enforcing EU and national road transport legislation on tachographs, drivers’ rules, Working Time Directive and licensing of road haulage and passenger operations
  • Overseeing the Commercial Vehicle Roadworthiness Scheme to ensure the quality and integrity of the scheme and assist the An Garda Síochána in roadside roadworthiness checks of commercial vehicles
  • Administering the National Car Testing Service project agreement and monitoring the performance of the contractor on behalf of the State
  • Administering the Digital Tachograph Card issuing scheme on behalf of the State

The Enforcement section is based in Loughrea where the enforcement and commercial vehicle testing functions are located. The Vehicle Standards function is based in the RSA offices in Ballina.

Corporate Services is also responsible for business and organisational planning, corporate governance, including internal audit, and the Director of Corporate Services is the Secretary to the RSA Board.
