Consultation on the Motor Vehicle Type Approval Regulation (EU) 2018/858 (closed)

This consultation describes the proposed changes to the national type-approval schemes that are being introduced along with the implementation of the Framework Regulation in Ireland

On 1 September 2020, a new EU type-approval regulation, Regulation (EU) 2018/858, will replace Directive 2007/46/EC. This new regulation strengthens the existing legal framework by reinforcing the independence and quality of type-approval testing and by introducing post compliance checks (market surveillance). The Road Safety Authority (RSA) is taking this opportunity to review the national type-approval requirements for motor vehicles. The RSA is launching a public consultation on the type-approval Framework for motor vehicles (PDF), which includes some items for consideration on what is being proposed.

What is the purpose of this consultation?

This consultation describes the proposed changes to the national type-approval schemes that are being introduced along with the implementation of the Framework Regulation in Ireland. The changes will affect the some of the existing technical provisions associated with National Small Series Type-Approvals (NSSTA) and Individual Vehicle Approvals (IVA) for cars, mini-buses, buses, coaches, vans, lorries and trailers.

The consultation will address:

  • Proposed changes for NSSTA
  • Proposed changes for IVA
  • Proposed changes to emissions
  • A summary of the new market surveillance provisions

The closing date for receipt of submissions is 21 June 2020.
